“Cosmetics” as a term refers to anything that is put on the body to improve it or beautify it. So, all skin-care and body-care products are included in this category—not just makeup. If the product affects the appearance of the skin, it is considered a cosmetic. If it produces a physiological change to the skin, it is regulated as a drug by the U.S. Food and Drug Administration (FDA). Examples of this are products that contain sunscreen ingredients, and some acne control products.
